How it works is that you use the knob that is in the hitch pin area to secure it to the hitch and then using the anti-rattle knob that is more towards the rear of the carrier you are pinning the carrier to the hitch tube. Hey Chris, the release lever for the HitchMate Cargo Stabilizer Bar part # HE4016-4017 is on the outer tube on the end of it opposite of the pad that touches the truck bed so its distance from outside of the truck bed will be based on how wide the bed is. If it's a narrower bed (closer to 59 inches) you'd be able to reach it pretty easy. But if it's a wider bed it would be closer to the middle of the bed an harder to reach.
